Complete Guide Based on Maharashtra Package Scheme of Incentives – 2019 (PSI-2019)

The Maharashtra Government’s Package Scheme of Incentives 2019 (PSI-2019) provides different levels of subsidy based on how developed or under-developed a particular taluka is.
This taluka-wise classification is the MOST IMPORTANT factor in determining:

  • Subsidy % of Fixed Capital Investment (FCI)

  • Eligibility period (years)

  • Stamp duty & electricity duty exemption

  • IPS (SGST Refund)

  • Interest subsidy

  • Power tariff subsidy

✅ 1. Why Taluka Classification Matters Under PSI-2019

PSI-2019 incentivizes industries to move towards less-developed regions.
The subsidy depends entirely on which group your taluka belongs to:

  • Developed areas (Group A/B) → Lower subsidy

  • Backward areas (C/D/D+) → Higher subsidy

🔴 Group A – Industrially Most Developed

Lower subsidy.

🟡 Group C – Developing Areas

🔵 Group D+ – Least Developed Areas

Very backward areas.

Backward & security-sensitive regions.
Highest subsidy category.

Below is a district-wise summary of how talukas are classified across Maharashtra as per official PSI-2019 Annexure-I.

KONKAN DIVISION

1. Mumbai

  • Group A: Mumbai, Mumbai Suburban

2. Thane

  • A: Thane, Kalyan, Ulhasnagar, Ambernath

  • B: Bhiwandi (MMR)

  • C: Bhiwandi (Outside MMR)

  • D: Shahapur

  • D+: Murbad

3. Palghar

  • A: Vasai

  • B: Palghar

  • C: Dahanu

  • D+: Jawhar, Mokhada, Talasari

  • D: Wada, Vikramgad

4. Raigad

  • A: Alibag (MMR), Uran, Panvel

  • B: Karjat, Khalapur (MMR)

  • C: Pen, Roha, Alibag (Outside)

  • D: Sudhagad, Karjat (Outside)

  • D+: Mahad, Mangaon, Murud, Shrivardhan, Poladpur, Mhasala, Tala

5. Ratnagiri

Mostly D & D+ areas

  • C: Ratnagiri

  • D/D+: All other talukas (Chiplun, Khed, Guhagar, Dapoli, etc.)

6. Sindhudurg

All talukas fall in D & D+, making this district very high subsidy area.


PUNE DIVISION

1. Pune

  • A: Pune City, Haveli, Maval

  • B: Khed, Mulshi, Purandar, Shirur, Daund, Bhor (MMR limits)

  • C: Shirur (outside), Daund (outside), Bhor (outside), Khed (outside)

  • D: Indapur, Baramati, Ambegaon, Junnar

  • D+: Velhe, Purandar (outside)

2. Solapur

A fully D and D+ dominant district – high subsidy eligibility.

3. Satara

Mostly C, D & D+
E.g., Mahabaleshwar, Patan, Jaoli – high subsidy zones.

4. Sangli

Majority in D & D+
Ideal district for subsidy planning.

5. Kolhapur

  • B: Kagal

  • C/D/D+: All other talukas (Shahuwadi, Ajra, Gadhinglaj etc.)


NASHIK DIVISION

1. Nashik

  • B: Nashik

  • C/D: Surrounding talukas (Igapturi, Sinnar, Dindori)

  • D+: Tribal & interior regions

2. Ahmednagar

Mix of B, C, D talukas
Strong industrial development potential.

3. Dhule

Special District – up to 80% subsidy

  • Dhule, Sakri, Shirpur – mostly C/D

4. Nandurbar

Aspirational District – 100% subsidy

5. Jalgaon

Mixed C & D area classifications.


AURANGABAD DIVISION

Aurangabad, Jalna, Beed, Osmanabad, Parbhani

Majority areas fall in C, D, D+, offering maximum subsidy benefit.

Osmanabad = Aspirational District → 100% subsidy.


AMRAVATI DIVISION

Amravati, Akola, Buldhana, Washim, Yavatmal

Most talukas are D & D+, making Vidarbha a highly subsidized region under PSI-2019.

Washim = Aspirational → 100% subsidy.


NAGPUR DIVISION

Nagpur, Bhandara, Gondia, Wardha, Chandrapur, Gadchiroli

  • Majority talukas = D & D+

  • Gadchiroli = Entire district is No-Industry + Naxal + Aspirational → 100% subsidy

  • Chandrapur, Bhandara, Gondia—many talukas are Naxal-affected → 100% subsidy
