Interest Subsidy Scheme for New Service Unit – Material Testing Centre (Gujarat)

✅ Eligibility Criteria:

1. New MSME Unit: The Material Testing Centre must be a new Micro, Small, or Medium Enterprise registered under UDYAM.
2. Listed Service Activity: “Material Testing Centre” is explicitly included in the Annexure A & B list of eligible service sector activities.
3. GST Registration: The unit must be registered under GST.
4. Service Tax / Shop Act Registration:
   • If located in a Municipal Corporation area, the unit must obtain Shop and Establishment registration.
   • Service tax registration is mandatory for eligibility.
5. Employment:
   • The enterprise must provide permanent employment to at least 10 persons.
   • Must employ 85% local people in total employment and 60% local persons in supervisory and managerial roles.

💰 Interest Subsidy Details:

Based on Taluka Category:

📍 Category 1 Talukas:

• 7% Interest Subsidy
• Maximum: ₹35 lakhs per annum
• Duration: 7 years

📍 Category 2 Talukas:

• 6% Interest Subsidy
• Maximum: ₹30 lakhs per annum
• Duration: 6 years

📍 Category 3 Talukas & Municipal Corporation Areas:

• 5% Interest Subsidy
• Maximum: ₹25 lakhs per annum
• Duration: 5 years

➕ Additional Interest Subsidy:

• 1% extra if:
  • Unit is a registered Start-up (recognized by DPIIT or Govt. of Gujarat).
  • The entrepreneur is young (below 35 years).
  • The entrepreneur is a woman or differently abled.

Note: To avail additional subsidy, 100% equity must be from the respective entrepreneur category.

📌 Key Guidelines:

• Subsidy is only on term loan used for:
  • New machinery, equipment, furniture, and fixture.
  • Land and building cost is excluded.
• Minimum 2% interest cost must be borne by the enterprise.
• NBFC Loans are not eligible; only loans from banks/financial institutions approved by RBI are considered.
• The enterprise must choose the subsidy start date:
  • Either from the first disbursement of loan or
  • From the date of commercial commencement.
• Online application must be filed within 1 year from the chosen date.

🚫 Non-Eligibility & Deductions:

• Subsidy not available if:
  • Term loan is sanctioned after 1 year of commercial start.
  • The enterprise becomes a loan defaulter as per RBI norms.
• Penalty interest and other bank charges are not covered.
• If Central Govt. subsidy is also availed, total subsidy (Central + State) ≤ actual interest paid.
