The Government of Gujarat has introduced an interest subsidy scheme tailored for new Micro, Small, and Medium Enterprises (MSMEs) in the service sector. This initiative aims to provide financial support and encourage the growth of MSMEs by easing their financial burden. Eligibility Criteria
Only new MSMEs in the service sector listed in Annexure A and B are eligible for the interest subsidy. The subsidy is applicable on term loans used for acquiring new machinery, equipment, and furniture / fixtures, excluding land and building.
Interest Subsidy Rates
The interest subsidy rates vary based on the category of the taluka:
• Category 1 Taluka: 7% interest subsidy on term loans, with a maximum of ₹35 lakhs per annum for 7 years.
• Category 2 Taluka: 6% interest subsidy on term loans, with a maximum of ₹30 lakhs per annum for 6 years.
• Category 3 Taluka and Municipal Corporation Areas: 5% interest subsidy on term loans, with a maximum of ₹25 lakhs per annum for 5 years.
Additional Benefits
1. Start-ups: An additional 1% interest subsidy is available for registered start-ups in the service sector with UDYAM registration as MSME.
2. Women and Differently-Abled Entrepreneurs: An additional 1% interest subsidy for enterprises set up with 100% equity contribution from women or differently-abled entrepreneurs.
3. Young Entrepreneurs: An additional 1% interest subsidy for entrepreneurs below 35 years of age with 100% equity contribution.
Key Requirements
To qualify for the subsidy, enterprises must fulfil several conditions:
1. Shop and Establishment Registration: Enterprises located in municipal corporation areas must obtain this registration.
2. Service Tax Registration or GST Registration: GST registration is mandatory, except for enterprises exempted by the Act.
3. Employment: The enterprise must provide permanent employment to at least 10 (ten) persons.
4. Local Employment: At least 85% of total employment and 60% of supervisory and managerial staff must be local persons.
Application Process
• Eligibility Date: Enterprises can choose the date of eligibility for the interest subsidy, either from the date of the first disbursement of the loan or from the date of commencement of commercial production/rendering services. Late submissions will be considered, but the late period will be deducted from the eligible subsidy period.
• Application Timeline: Applications must be submitted online within one year from the date of the first disbursement of the loan or before the date of commencement of commercial production/rendering services, whichever is later.
Additional Provisions
• Registered Startups and Special Categories: An additional 1% interest subsidy is available for differently-abled entrepreneurs, women entrepreneurs, and young entrepreneurs (below 35 years).
• Subsidy Limit: The combined interest subsidy from the state and central government should not exceed the total interest paid to the bank/financial institution.
• Defaulter Clause: Enterprises that default on loan repayments as per RBI guidelines will have the de fault period deducted from the eligible subsidy period.
• Subsidies are not available for penal interest or other bank charges.
Ineligible Entities
• Enterprises availing loans from non-banking financial institutions are not eligible for this subsidy.
• Enterprises that do not meet the employment or registration criteria will also be excluded.
